Other Acommodation Options for Hakkoda
Aomori City (approx 45 mins drive)
Because the weather can be terrible for days up at the ski area
Aomori city is a good alternative to staying at or near the ropeway; at least you will be able to explore the city and the area and you will have a reasonable selection of restaurants & bars not to mention a lot greater selection of accommodation and cheaper prices.
You will however need a car. A taxi is an option but it is quite inconvenient and unlikely to work with your program; particularly on the return trip.

Aomori Spring Ski Resort (approx 2 hour's drive)
Yet another option would be to base yourself at
Aomori Spring where there is some great resort, side & backcountry skiing and make the 2 hour journey to Hakkoda on the day(s) that you are likely to have a good experience.
Aomori Spring also has a Japanese guide who speaks English who can do day trips to Hakkoda. You can book this when making a booking at the resort as advance bookings will be required to guarantee a guide.
Hakkoda Accommodation Options
There are a couple of options for Hakkoda accommodation near the ropeway and ski area, as well as a two lovely Hakkoda hotels just a short drive from the ropeway (shuttles between the hotel and Hakkoda ski area provided). Staying in Hakkoda is very quiet and other than having dinner and an onsen, there isn't much to do after skiing and snowboarding. Aomori hotels.
